| 摘 要： | 依据城市公交的自然垄断性和“二重性”，阐述了政府规制的必然性，在总结深圳公交发展历程及政府规制变化的基础上，分析了深圳公交政府规制存在的问题，并对其深层次原因进行了剖析，从界定政企边界、公交立法、改革票制、强化激励性规制、加大政府支持等方面，提出了深圳公交政府规制改革的思路。

| Abstract: | Based on the natural monopoly and the ＂duality＂ of urban public transport,the paper expounds the necessity of government regulation, concluses the development and regulation changes of Shenzhen public transport, analyzes the problem about shenzhen public transport regulation, put forward a reform idea of government regulation reform on shenzhen public transport, including definition of enterprise boundary, legislation, reform of ticket system, strengthen the incentive regulation, increase government support and so on. |
