| 摘 要： | 境外工程项目距离国内总部遥远，后方支持困难，适用的法律法规不同，发生安全问题影响较大，采用国内惯常的监管方法难以满足安全要求，推行HSE管理体系势在必行。通过对境外工程项目HSE管理体系建立和运行过程中存在问题的成因进行分析和探讨，提出了解决问题的措施和方法。在一批重大境外项目上取得了较好的效果。

| Abstract: | An overseas project is normally far away from the domestic headquarters and it is difficult in obtaining domestic sup- port, facing different laws and regulations. Once a safety incident occurred, it might become an international influence. Regu- lar safety supervision method adopted on domestic project could not meet the safety requirements of overseas projects. HSE management system is a necessary option.
