| Abstract: | Aim at the character of road traffic under these new circumstances, the five elements theory is put forward, in other words, the road traffic system consists of man, vehicle, road, environment, management, and the reason for the safety management is seemed as an element of the system is demonstrated from different angles, which can provide a new concept for the analysis of road traffic system. |
