交通拥挤收费政策公平性评价方法

摘    要:交通拥挤是城市经济发展到一定阶段的产物,随着国民经济的快速发展,日益严重的交通拥挤是目前我国大中城市面临的普遍问题,并已经成为我国城市可持续发展的主要障碍之一。道路拥挤收费作为一种交通需求管理的有效措施,越来越受到人们的广泛关注,但在具体实践上还存在一定困难。综述交通拥挤的机理及拥挤收费的理论基础,并从福利经济学的角度对城市道路拥挤收费政策公平性的评价方法进行探讨,为进一步实施道路拥挤收费政策提供理论依据。

Abstract:Traffic jam is outcome of economic growth at certain stage. With the national economy develo- ping quickly, grave traffic jam is a common problem that large and medium-sized cities of our country are facing, and already becoming one of the hinders of our country city sustainable development. The congestion road charging as one kind of the effective measure of TDM is broadly accepted by people, but there is some difficulty on practice. This paper sums up mechanism of traffic jam and the theory of road crowded charging, and discuses equity evaluation method of road crowded charging from economics angle.
