| 摘 要： | 随着我国市场经济不断深入,传统的交通运输行政职能划分已经难以适应宏观调控管理思想的基本要求。推进交通运输综合执法能够很好体现"精简、统一、效能"原则。但需要解决改革动力与克服阻力、改革模式的选用与环境条件、执法人员培训和执法证、交通运输行政法律体系的完善等问题。
