辽宁老工业基地振兴与交通运输事业发展

从公路、港口、运输三个方面,分析了交通运输事业对辽宁老工业基地全面振兴的支撑作用.从立足全局抓交通、转型升级抓交通、改善民生抓交通、加强管理抓交通、改革创新抓交通五个方面,阐述了辽宁老工业基地全面振兴对交通运输事业发展的基本要求.从完善交通运输领域法律法规、构建大交通管理体制、建立新的投融资体系、提升行业监管能力、加快推进信息化、加强干部队伍建设六个方面,提出了实现辽宁交通运输事业又好又快发展的保障措施.

Revitalization of Liaoning Old Industrial Base and the Development of Transportation

This paper analyzes the supporting role of Liaoning transportation to the revitalization of Liaoning old industrial base from the aspects of highways, ports and transports. It also expounds the basic requirements of transport business development for the overall revitalization of Liaoning old industrial base by the discussion of five requirements including being based on global, transformation and upgrading, improving people ＂s livelihood, strengthening the management, reform and innovation. Finally, it proposes six safeguard measures for the implementation of sound and rapid development of Liaoning transport business, which include perfecting transportation laws and regulations, building comprehensive traffic management system, establishing a new investment and financing system, improving the supervisory ability of the industry, accelerating the informatization, strengthening the construction of cadres.
