针对铁路工程建设项目初步设计招标和投资控制管理模式,阐述施工承发包合同的主要特点和使用范围及存在的风险。通过分析,提出应对合同风险的主要措施,即识别风险,列出风险清单;提前介入施工图设计,配合设计单位开展优化设计;认真清理施工图数量,及时签认施工图量差;编制施工图预算,配合进行施工图投资检算;针对合同条款,制订变更策略;研究政策性文件,把握调整机会等。做好合同风险的应对能在确保工程建设质量、安全施工、有效控制工程投资的前提下,提高项目的盈利能力。

Analysis of the Contract Risks and Measures Faced by the Construction Enterprises

In view of the railway construction project preliminary design bidding and investment control management mode,this paper expounds the main features of construction project contract and using range and the risks.Through the analysis,some suggestions to deal with the main measures of the contract risks are presented.namely to identify risks and make a list of the risk list;intervene construction design in advance and implement optimization design with design units;seriously liquidate the construction drawing number and timely sign of recognition construction drawing poor;prepare construction drawing budget and construction investment by calculating;make the change strategy in the light of the contract clause;research policy documents and grasp the opportunity to adjust.Do the contract risks well can increase project profitability under the premise of ensuring project construction in quality,safety construction,and effective control of the project investment.
