高速公路施工标准化管理绩效评价研究

在已有的工程绩效评价研究成果基础上，结合高速公路现代工程管理的内涵，构建了高速公路施工标准化管理绩效评价指标体系，综合运用层次分析法和德尔菲法以确定评价指标的权重系数。以模糊综合评价方法为理论基础，提出了高速公路施工标准化管理绩效评价方法和考核标准。以湖北省保康至宜昌高速公路建设项目为案例进行了研究分析，通过构建质量管理、成本控制、进度控制、安全管理四大一级指标体系及其对应的十大二级指标体系，运用模糊综合评价矩阵对其施工标准化管理的绩效进行评价，并给出了优化建议。

Performance Evaluation of Standardized Management in Expressway Construction

Based on the research fruits of project performance evaluation, combining with the connotation of modern expressway project management, an index system of performance evaluation of standardized management in expressway construction are established, which uses Analytic Hierarchy Process and Delphi Method to confirm the weights of indexes. Taking Fuzzy Comprehensive Evaluation Method as theoretical basis, the paper proposes the performance evaluation method and the assessment criteria of standardized management of expressway construction. A case study is carried out combining with BaokangYichang Expressway in Hebei Province. In this case, assessment index system consists of 4 firstclass in-dexes, which includes quality management, cost control, schedule control and safety management, and 10 second-class indexes. Fuzzy Comprehensive Evaluation Method is used to evaluate the performance of standardized management of the expressway, and the suggestions about optimization are proposed.
