| 摘 要： | 在公路工程建设中坚持运用法治思维和法治方式处理和解决问题,对于构建科学规范、运行有效的公路建设制度体系,具有重大意义.对发包单位和施工单位在公路工程建设的招投标工作、农民工工资发放、计量支付工作过程中应如何运用法治思维和法治方式进行了说明,对发包单位和施工单位的合同订立提出了建议,为公路工程建设工作中的法治思维和法治方式的应用提供一定的参考和借鉴.

| Abstract: | The use of legal thought and rule of law approach in highway construction is vital for building a scientific, standardized and efficient road construction system. This paper discusses the operational mode of legal thought and rule of law approach in bidding, peasant workers＇ salary, measurement and payment, gives adviees for the contract between contracted unit and construction unit, which provides a certain reference for highway construction. |
