| 摘 要： | 实施公共交通优先发展战略是我国城市交通发展的必然趋势，政府在该战略推进过程中起着至关重要的作用。鉴于此，首先对我国城市公交行业发展案例进行分析，将我国城市公交行业发展划分为政府垄断经营、市场化运营两个阶段，总结分析各个层次政府工作职责及其效能。然后对我国城市公共交通优先发展影响要素进行梳理，从八个方面提出公共交通优先发展战略下政府的工作职责，以期为政府部门推进公共交通优先发展战略提供参考。

| Abstract: | It is the inevitable trend to implement public transportation priority development strategy and the government will play an important role in this process. Given this, it summarized and analyzed the kinds of typical development case in public transportation industry, divided the development into two levels which are government monopoly management and market operation. Then, it summarized the influence factors of public transport priority development. Based on all of these, it proposed the responsibility of government from eight aspects, which can provide reference for government to promote the development strategy of public transportation priority. |
