| 摘 要： | 在公路建设项目中实行代建制，是公路投融资建设管理体制改革的重大探索，其在政府职能转换、资金控制、项目管理水平和工程质量方面具有十分显著的社会、经济效益。因此，探讨分析公路建设项目实施代建制的效益并对其发展提出建议，将有利于代建制在公路建设管理中得到进一步推广。

| Abstract: | Highway construction project implementing agent-construction system is an exploration of highway investment and financing reform, which has great social and economic benefits in government function transformation, fund control, project management level and engineering quality. Therefore, discussing and analyzing benefit of highway construction project implementing agentconstruction system and provide some development suggestions, is useful for agent-construction system wide spreading in highway construction. |
