建立农村公路建设项目社会经济评价体系的必要性思考

运用经济学理论，分析农村公路社会经济效益产生的机理，同时考虑农村公路建设项目产生的社会经济效益的特殊性，以及农村公路建设的快速发展、土地的稀缺性以及现行公路建设项目经济评价方法对农村公路建设项目评价的不适应性，并借鉴国外对农村公路建设项目评价的重视情况，提出在我国研究建立农村公路建设项目经济评价体系的必要性和紧迫性，有助于提高农村公路建设项目决策的科学性。

Necessary Thinking of Building Social Economic Evaluation System for Rural Road Construction Project

The producing mechanism of social economic effects of rural road is analyzed by applying economic theory. Meanwhile, on the basis of considering the particularity of social economic effects produced by rural road construction project, the quick development of rural road construction, the scarcity of land and the inadaptability of current economic evaluation method of road construction project for rural road construction project evaluation, as well as learning from foreign situation of at- tention paid on rural road construction project evaluation, the necessity and urgency of studying and establishing a economic evaluation system of rural road construction projects in China is put forward, which conduces to improving the scientific decision-making of rural road construction projects.
