我国民航运力动员面临的挑战与对策

新时期民航系统建立起了符合社会主义市场经济要求的新型民航体制,新体制给民航运力动员与使用带来了诸如体制调整、结构重组,使运输保障组织协调难度加大等新的问题,针对这些新情况、新挑战,提出了重视民航系统的国防教育和保密工作,加强机构建设,建立民航后备机队以及依法建立民航运力兼容发展的协调机制等建议,为改善动员效果提供参考。

Research into the Challenges to and Our Countermeasures about the Mobilization of Civilian Airlift Capabilities

In the new period the Civilian Aviation System has established a new type of civilian aviation system according to the needs of the socialist market economy, which brings about new challenges to the mobilization and use of civilian airlift capabili- ties, such as the regulation and regrouping of the civil aviation system, and makes the difficulty even bigger in the coordination between different transport support organizations. Aiming at rising to these new challenges,the paper puts forward some useful suggestions on improving the effects of the mobilization, such as paying more attention to national defense education and secre- cy work in the civilian aviation system;strengthening the organizational construction; establishing the reserve of civilian aviation forces; establishing a compatible and harmonized civilian aviation system according to the law.
