加强新时期国防交通物资储备建设的思考

进入新的历史时期,由于我国军事战略方针的调整、交通建设的发展、交通重点目标的调整及交通工程设施结构的变化,使得国防交通物资在储备布局、储备结构和储备模式等方面与新形势下交通保障任务不相适应,需要做相应的调整和优化。优化储备布局:加强应急应战一体化建设,在敏感地区、边疆省份以及自然灾害多发地区填补储备空白,建立中心库-预置库的新型储备模式;完善储备结构:加强储备物资的更新换代工作、增加新型保障器材、加大配套物资储备;创新储备模式:使储备主体多元化、储备形式多样化、储备物资基地化,最终形成较为完善的国防交通物资储备体系、提高国防交通物资的保障能力。

Our Reflection on the Traffic Material Reserve for National Defense in the New Period

Owing to the adjustment of ourmilitary strategic guidelines, the development of transportation, construction, the change of the key transportation targets and the change in the structure of traffic facilities in the new historical period, certain corresponding suitable adjustments and the optimization of the storage of traffic materials for national defence are needed because the traffic material reserve can hardly meet the needs of the tasks of traffic support in the new situation in the layout, structure and modes of traffic material reserve for national defence,in which case the layout of storage has to be optimized： the construction of the emergency-and-war-response-integrated storage system has to be strengthened, and the blanks of traffic material storage for national defence in sensitive areas, border provinces and natural-disaster-frequently-strick- en regions have to be filled out, a new storage mode of the central repository combined with pre-set repositories has to be estab- lished;the structure of storage has to be perfected： the upgrading of stored materials has to be strengthened, the new support equipment and supplies have to be increased,and the storage of auxiliary equipment and supplies has to be intensified; and the modes of storage have to be innovated：the main storing bodies have to be multiplied, the forms of storage have to be diversi- fied,and the stored materials and supplies have to be storage-base-centered. Upon the above-mentioned basis,a relatively per- fect storage system of traffic materials and supplies for national defence will be finally formed,which may help greatly improve our traffic support capability in national defence.
