| 摘 要： | 在论述现代战争对民用运力动员需求的基础上，分析了民用运力动员需求的特点、分类及所追求的目标，提出了搞好需求预测和评估的方式方法，指出了建立和完善其工作机制应有的内容和要求，力求为做好民用运力动员需求预测和审定工作提供较好的思路。

| Abstract: | On the basis of discussing the requirements of modern war for the mobilization of civilian transport force, the characteristics, classification, and targets of civilian transport force mobilization are analyzed in the paper, with prediction methods and evaluation patterns of the requirements, the content of and requirements for establishing and perfecting the working mechanism are presented to provide a good thinking basis for predicting and evaluating the work of civilian transport force mobilization. |
