| 摘 要： | 以利比亚撤侨为切入点,探析了海外撤侨应急运输的特点规律,提出把撤侨应急运输纳入军交运输职能范畴具有代表政府行为、反应迅速、执行任务可靠性高等比较优势。我军今后应紧密配合国家的外交政策,积极参与到国家海外撤侨应急机制建设中来。

| Abstract: | With the emergency evacuation of oversea Chinese from Libya as a practical example, the characteristics and laws of the emergency evacuation of oversea Chinese from abroad are explored in detail in the paper, with the suggestion put forward that the the emergency evacuation of oversea Chinese should be included in the military transportation tasks, considered as the governmental behavior, and therefore, should have the advantages of being rapid in response and higher in efficiency in the reli- ability of carrying out missions. In the future, our army should work hard to cooperate closely with the our country＇s foreign policy, taking an active part in the construction of the mechanism of the national emergency evacuation of oversea Chinese from abroad. |
