| Abstract: | Upon the basis of dealing with the necessity and importance of practicing the graded war preparedness system in the traffic system of national defence,the grading of the war preparedness in the traffic system for national defence and the main content of and the requirements for the grading are put forward in the paper,with the limits of grade-determining powers and the degree-converting processes clarified,and measure for establishing and perfecting the mechanism of the graded war preparedness,etc.suggested. |
