| 摘 要： | 在铁路基础设施建设中贯彻国防要求是提升铁路国防功能的基本途径。基于铁路基础设施建设贯彻国防要求的现状，梳理出铁路基础设施建设贯彻国防要求存在工作机制不够健全、贯彻对象不够明确、技术标准不成体系和投资渠道不够顺畅等问题，研究提出健全工作制度、实行目录管理、完善标准体系和落实经费来源的对策建议，以便于贯彻国防要求工作的顺利开展。

| Abstract: | Carrying out the requirements of national defense in the construction of railway infrastructures is a fundamental ap- proach to the improvement of the function of railways in national defence. Upon the basis of the analysis of the current situation of the construction of railway infrastructures in carrying out the national defense requirements, found out in the paper are some of the problems existing in the construction of railway infrastructures in carrying out the requirements of national defence,sueh as the imperfectness of the working mechanism, the lack of clarifying the objects to be carried out, the unsystematic establish- ment of technicalstandards, the unsmoothness of the investing channels,etc. Aiming at solving the above-mentioned problems, some measures of perfecting the work systems, practising the catalog management, perfecting the systems of standards, and ascertaining the sources of funds are put forward to facilitate the smooth implementation of the requirements of national defense. |
