| 摘 要： | 1930年代中期,中研院天文研究所的测时工作未能充分开展,这导致建立时间国家计量系统的计划以失败告终。通过对陈展云《中国近代天文事迹》及李铭忠工作报告等文本的辨析,李惠兴文章中的一些观点被批驳了。他得出错误观点的主要原因在于忽视了1935年4月李铭忠个人工作报告的写作背景。测时工作的停滞源于一直未完成子午仪的校正工作,这与子午仪室负责人李铭忠有着紧密的关联。他应承担计划失败的主要责任。
