投资项目社会评价及其应用

综述了投资项目社会评价的内涵，认为投资项目社会评价包括项目社会指标评价和对项目重要社会事项的社会分析。项目社会指标评价对于准确把握项目发展的状况和进行科学决策至关重要。对项目重要社会事项的社会分析，运用或设计社会政策于项目或项目区人口及相关人群中，促使项目与社会相互适应、相互协调发展，以保证项目顺利实施，实现社会公正。提出了在应用社会学领域创建项目社会学这一分支，从而在理论上指导投资项目的社会评价。

Social Assessment of Investment Projects and Its Applications

In this paper, the author summarizes the meaning of social assessment of investment projects. The author holds that the assessment should include social index assessment and social analysis of important events involved in the project. The social index assessment plays an important role in project progress and scientific decision making. In the analysis of important events, soical policies should be designed and applied to the project, the population in the project area and other population involved, so that the project development will accommodate social development to ensure its successful implementation and social justice. The author suggests that a new branch of project sociology should be set up in applied sociology to guide project social assessment theoretically.
