| 摘 要： | 黄河流域水资源管理法律体系是一个庞大而复杂的法律体系,它包括国家级、省级和更低层级的法律、法规和规范性文件。通过运用“要素量化评估法”分析黄河流域水资源管理法律体系,从一个新的角度认识该法律体系,进而提出完善该法律体系和加强黄河流域立法的建议。

| Abstract: | The law system on water resource management of Yellow River Basin is a huge as well as complicated legal system.It includes the laws,regulations and other legal documents at national,provincial or lower levels.The paper applies "the method of evaluation based on quantification of elements" to analyze the law system on water resource management of Yellow River Basin,and puts forward some suggestions as to how to perfect the legal system and the legislation of Yellow River Basin. |
