区域科技支持能力的构成体系及其评价

区域经济发展离不开科技推动,而科技创新与进步取决于区域科技支持能力。首先,分析界定了区域科技支持能力的构成体系,指出其由制度保障力、资源供给力和成果转化力等3个方面共同决定;然后,建立了评价区域科技支持能力强弱的模糊综合评价模型,并应用于评价重庆市的区域科技支持能力。研究结果对促进区域经济发展和制定区域科技政策具有一定的参考价值。

Constituent System of Regional Supporting Capacity of Science and Technology and Its Evaluation

Science and technology can promote regional economic development,while the innovation and progress of science and technology depends on the regional supporting capacity of science and technology(RSCST).Firstly,the constituent system of RSCST is determined and analyzed,and it is pointed out that RSCST is decided by the system guarantee,the resource supply and the technological industrialization.Then,fuzzy comprehensive evaluation model to evaluate RSCST is established,and this model is applied to the evaluation of Chongqing RSCST.The research results can promote the development of RSCST and provide scientific basis to the decision of regional PST.
