摘    要:针对城市轨道交通运营阶段项目安全管理的系统,构建了在SOON体系下的运营阶段项目安全管理流程控制整体框架;按照安全流程管理要求,探讨了基于波特的价值链模型的管理组织措施优化、基于TPM&RCM的城市轨道交通关键设备维修管理模式优化和基于PIT-STOP模式的安全保障制度创新技术在南京地铁上的应用实践,为实现城市轨道交通运营阶段项目安全流程管理优化奠定理论基础。

Abstract:The construction and operation of urban rail transit in China have huge market prospects and operating safety pressure,which require the further study and practice of operation safety system.The safety planning framework on transit operation during the different courses of management process was established based on SOON system.According to the requirements of safety management process,the management measures based on Porter’s value chain model were optimized;the management mode of the key equipment maintenance based on TPM&RCM was optimized;the safety guarantee technology based on PIT-STOP mode was applied in Nanjing subway.The discussion of these measures provided theoretical basis for operation safety optimization.
