摘    要:道路危险货物运输是面向全社会的服务性、高风险行业,其安全经营自然成为道路运输行业管理的重中之重。近年来,道路危险货物运输突发事件呈现多发势头,给国家带来了巨大的经济损失和严重的社会问题。因此,如何避免和减少道路危险货物运输突发事件造成的影响显得尤为关键。本文首先阐述道路危险货物运输突发事件的内涵及其属性,提出我国实施道路危险货物运输应急保障的必要性。其次,阐述了道路危险货物运输突发事件应急保障的运行机理,着重提出了几项应急保障的关键技术。本文结合汶川大地震出现的危险货物运输和应急救援问题,分析我国道路危险货物运输突发事件应急保障中存在的不足,并针对性地提出完善道路危险货物输突发事件应急保障的措施和建议。

Abstract:Road hazardous freight transportation (RHFT) is a high risk industry in society, thus, its safety operation is the key point of road transportation management. In recent years, there are more and more sudden incident occurred in the process of RHFT, which has caused huge economic loss and several serious social problems. Therefore, it is rather essential to avoid or reduce the influences from sudden incidents. This paper first presents the concept and the characteristics of sudden incident occurred in the process of RHFT. Then, it analyzes the operational mechanism of RHFT and discusses three key teconologies for emergency safeguard. Considering emergency rescue of hazardous goods transportation problems in the Wenchuan Earthquake, the paper analyzes the serious problems existed in the emergency of sudden incidents in RHFT, and then it proposes several policies and measures to properly conduct emergency safeguard for sudden incidents.
