摘    要:突发事故及其所造成的非重复性拥堵会对城市交通系统正常运行有重大影响,其造成的拥堵传播会使得拥堵区域内的大量路段瘫痪.因此研究缓解突发事故下交通拥堵的策略具有十分重要的意义.本文研究突发事故下先进的交通信息系统策略设计问题.建立了ATIS策略设计的双层规划模型,上层目标从交通管理者的角度追求出行者的系统总阻抗与交通信息运营成本最小化,下层描述在ATIS作用下出行者的动态路径选择行为,并通过元胞传输模型仿真拥堵的传播与路段上车辆的走行.提出了基于遗传算法的求解方法.算例结果表明,优化的ATIS策略能够有效地缓解突发事故所导致的交通拥堵,提高交通网络的系统性能.

Abstract:Traffic incident which will lead to non-recurrent congestion impacts greatly on the normal operation of urban traffic system and the propagation of congestion will reduce the capacity of a large number of links in the congestion area.Therefore,it is necessary to explore the incident-based traffic congestion control strategies.This study presents the design of the advanced traffic information systems(ATIS) strategies under incident-based traffic congestion.A bi-level programming model is proposed to describe this problem.The upper level problem is to minimize the total travel cost of trip makers and the ATIS operation cost in view of traffic management agencies.The lower level problem elaborates travelers’ dynamic route choice behavior under ATIS.The propagation of congestion and vehicle flow in the link are simulated by the cell transmission model(CTM).The genetic algorithm is used to solve the proposed bi-level programming model.Computational results show that the optimal ATIS strategies are able to effectively alleviate the incident-based traffic network congestion and improve the system performance of traffic network.
