| 摘 要： | 针对哈尔滨城市交通路网项目特点 ,设计出三种ABS融资模式 :贷款银行SPV模式、政府型境内组建SPV模式及境外组建SPV模式。特别指出 :目前 ,实施ABS融资模式 ,面临的最主要问题是法律环境不成熟、配合法规不健全以及相关人才匮乏问题 ,为此 ,在具体实施运作三种ABS融资模式时需进行阶段性选择。

| Abstract: | The text design three model of ABS finance at featureof Harbin city traffic net project:SPV model of loan bank;SPV model of local form with government;SPV model of oversea form.A special note was list:the prime problem was immaturity lawenvironment,non soundness coordinate law and low cooperator when use ABS finance,so it will be choice with stage when use three ABS finance model. |
