| 摘 要： | 针对目前普遍存在的对技术标准、规范性质的认知问题,着重介绍技术规范的地位与作用,指出技术规范不是法律,在规范地位和性质认识上的错位,会严重束缚管理人员、设计人员和施工人员的创造性,极大地影响工程技术人员研究探索新技术的积极性,并在某种程度上阻碍了行业技术进步和新成果的应用。 |

| Abstract: | Aiming at cognitive problem of technique standard and criterion character,introduced the status and functions of technique criterion,indicated that technique criterion is not law,mistake of criterion status and character cognition,will bind up creativity of manager、design personnel and construction personnel,influenced enthusiasm of engineering personnel to research new technique,prevented advancement of vocational technique and application of new production. |
