| 摘 要： | 公路运输之所以超载超限运输并成为"顽疾",原因是公路运输市场上的基本矛盾并没有得到有效的根本解决。对于这种情况,在借鉴国外发达国家公路运输市场结构的基础上,结合我国的具体国情,通过构建中间管理层的方式提出了解决我国"双超"运输市场状况的根本出路——建立适应我国国情和运输现状的运输市场结构。

| Abstract: | The reason why the overload transportation as "stubborn" is that the basic contradiction of road transport market has not been effectively resolved. In view of the overload transportation condition in China, based on the transportation market mechanism in the overseas developed countries for reference, the article illustrated and proposed the solution to deal with the "double ultra" transportation market condition, that is, hoped to make establishment of transportation market mechanism to adapt our country national condition and the present transportation situation. |
