交通投资项目社会评价现状和发展方向

通过评析交通项目社会评价现状,提出今后的发展方向。由于社会发展观的转变和国际组织在其援助项目中开展社会分析的实践推动了我国投资项目社会评价的发展,通过系统梳理和评析民航、铁路等交通行业项目社会评价的几个规范文件,指出目前仍有把社会评价作为经济评价剩余的错误倾向,提出交通投资项目社会评价存在完善理论体系和推动实践两大任务,认为未来交通项目社会评价进行研究的发展趋势应更加关注项目的非经济性方面。采用田野研究、参与协商等社会调查和研究方法。

The Actuality and Trend of Transportation Project Social Assessment

The objective is to analyse the currrent situation of transportation social assessment and bring forward its development trend.The paper think social assessment of investment project is drived by transfer of social de- velopment theory and social analyse practice of International organizations.The author sums up and analyses the social assessment regulations of civil aviation and railway project,points out that some researchers still have a false thinking that social assessment is overplus of the economical assessment,puts up the major tasks are per- fecting theory system and using in pratice.The paper think that development orientation of transportation social assessmnet is to pay more attention on non-economy issues,and use field study,consultation,public participa- tion.
