| 摘 要： | 建设项目是一个系统工程，由于系统工程有其内在的规律．需要通过与之相适应的管理模式、管理程序、管理方法、管理技术去实现，需要有专门从事工程项目管理的组织为之服务。通过分析工程项目管理对专业管理组织的需要，提出了提高工程项目管理水平的主要措施。
