大力推进《联合国海洋法公约》的实施

针对我国在实施《联合国海洋法公约》过程中遇到的一系列困难和问题，提出加强、完善海洋法的国内立法；加强海洋法的宣传和教育；加强海洋法的行政执法力度，加快学习港、澳、台及国外的先进经验，以推进《联合国海洋法公约》在我国的实施。保护我国的主权，有利于更好地开发、利用保护海洋资源，提升我国人民的生活质量，增加安全感、幸福感，有利于解决我国与邻国的海洋权益纷争，有利于世界和平。

Suggestions on How to Better Enforce UNCLOS in China

Considering the difficulties in enforcing the United Nations Convention on the Law of the Sea （ UN- CLOS）, the following suggestions are proposed here, Strengthen and perfect our country＇s legislation concerning the law of the sea, solve the issue of laws in conflicts and fill up the gap between legislation while doing a better job in raising the public awareness the law of the sea through education. It is also suggested to further strengthen the ad- ministrative enforcement of the laws concerned and speed up the process of learning advanced experiences from Hong Kong, Macao, Taiwan and from other countries, so as to push forward the implementation of the UNCLOS in our country. By doing so, it will be conducive in safeguarding our sovereignty, developing and using marine re- sources in a better way, raising the quality of life for our people and letting them feel more secure and happier. Do- ing this will also be helpful in solving the disputes between our country and others over the marine rights and interests and benefiting the world peace.
