| 摘 要： | 中国的海洋法律制度立法层次和立法部门繁多,如何做好海洋法律制度的衔接是完善海洋法律制度的一个重要课题.本文从法律衔接的本原出发,用立法论和实践论分析了海洋法律制度在立法及法律实施中,法律系统内法律之间衔接中存在的问题及原因.为完善海洋法律制度的衔接提出若干建议.
