“三无”船舶指的是无船名船号、无船舶证书、无船籍港的船舶．“三无”船舶的治理是一项长期的工作，现在“三无”船舶有死灰复燃的趋势，并出现“三无”船舶的船民联合对抗执法行动的苗头．本文在调查研究的基础上，对广州市“三无”船舶的基本情况、成因与来源、危害性进行了深入的分析，呼吁对“三无”船舶加强治理．
