摘    要:为保障广州港锚地固体散装货物水上过驳作业安全,基于“机—人—环境—管”系统工程安全风险系统和事故致因理论,构建风险评价模型,研究广州港锚地固体散装货物水上过驳风险程度.最后利用所提出的风险评价模型,对广州港沙角37SJ锚地水上过驳作业风险进行评价.结果表明:所提出的模型能够合理地评价广州港锚地固体散装货物水上过驳风险,可以依据评价结果对其分系统加强管理,采取针对性措施降低过驳作业风险.

Abstract:In order to ensure the safety of overwater transfer of solid bulk cargoes at the anchor port of Guangzhou port,based on the“machine-human-environment-pipe”system engineering safety risk system and accident cause theory,a risk assessment model is constructed to study the solid bulk cargoes at the anchor port of Guangzhou Port.Overrule the degree of risk.Finally,the proposed risk assessment model was used to evaluate the risk of water transfer operations at 37SJ anchorage in Shajiao,Guangzhou Port.The results show that the proposed model can reasonably evaluate the risk of overland transfer of solid bulk cargoes in the anchorage of Guangzhou Port.Based on the evaluation results,it can strengthen its sub-system management and take targeted measures to reduce the transfer operation risk.
