| 摘 要： | 铁路行业是典型的自然垄断行业，需要政府对之进行管制．分析了基于投资回报率的价格管制模型，指出，我们不应简单照搬国外的管制方法，而应积极探索适合我国国情的铁路价格管制新方法．

| Abstract: | Railway industry is a typical natural monopoly industry which needs governmental regulation. This article analyses the price regulation model based on the rate of investment return, and indicates, that we can not copy foreign countries' regulatory method simply, and should explore a new price regulatory method which fits the Chinese instance. |
