| 摘 要： | 机组飞行实力是指一个航空公司在计划期内可用于执行航班任务的飞行员的可用飞行时间，它是航空公司最重要的生产资源要素之一。当前飞行实力紧张是普遍制约国内航空公司发展的一个重要因素．作者研究了影响机组飞行实力利用率的主要因素，特别是提高飞行实力利用率的方法有助于飞行人力资源的有效利用．本文就当前飞行人力资源管理所面临的法律环境、航空公司运行管理和经营决策、航线网络结构、机组排班效率等几个层面系统地分析了影响航空公司飞行实力利用率的主要因素，探讨了提高机组飞行实力利用率有效途径。

| Abstract: | A crew＇s flight ability presents the available flight time of crew （AFTC） on duty during a plan period of an airline. It is one of the most imperative resources in airline operation. It is very helpful to find the reasons which limit the utilization ratio of AFTC. This article analyzed the primary influence factors of the utilization ratio of AFTC from several points, including aviation regulations, airline operation management, network structure and crew scheduling, discussed the corresponding effective ways which will be valuable for improving the flight crew utilization ratio. |
