基于SHEL模型的内河船舶最优化配员研究

摘    要:结合船舶安全配员法律法规,通过全国范围内发放调查问卷,获得公司管理人员、船员、海事管理人员对影响最低安全配员因素的意见,利用SHEL模型,认为影响内河船舶安全配员的因素为总吨位、主机功率、船舶种类、机舱自动化程度、驾驶自动化程度、航行时间、航区,通过最优化方法,在船员可适应工作量大于船员实际工作量的安全原则上建立内河船舶高级船员配员模型.结果表明,甲板部:总吨位50~300最低可配驾驶员1人;总吨位300~1 000最低可配船长1人,驾驶员1人;总吨位1 000以上最低可配船长1人,驾驶员2人;轮机部:150kW以下最低可配轮机员1人;150~500kW最低可配轮机长1人,轮机员1人;500kW以上最低可配轮机长1人,轮机员2人.

Abstract:On the basis of the laws and regulations about the manning,the opinions of company managers,crew,maritime officers were adopted by questionnaires.Seven factors were gained that influence the inland vessels’ minimum safe manning: Gross Tonnage,main engine power,the type of ship,the engine automation,the steering automation,voyaging time and voyaging zone.By using the SHEL model,the minimum safe manning model about senior crew were anstructed by optimization method.The result shows that: the deck by minimum,50 GT to 300 GT can be manning 1 officer;300 GT to 1 000 GT can be manning 1 captain and 1 officer;1 000 GT and above can be manning 1 captain and 2 officers.The engineering department by minimum,150 kW and below can be manning 1 engineer;150 kW to 500 kW can be manning 1 chief engineer and 1 engineer;500 kW and above can be manning 1 chief engineer and 2 engineers.Comparing the model result with the current standard by Analytic Hierarchy Process,the result shows that the model is more reasonable.
