| 摘 要： | 交通活动给人们的生活提供了便利，同时也给自然环境和社会带来一定的负面影响，即产生了交通的外部成本．文中采取定性和定量相结合的方法，分析了交通拥挤产生的原因及其外部成本产生的机理，在此基础上构建了一定城市规模下交通拥挤所带来的外部成本的计量公式．以某一大城市为例，对交通外部成本进行了分析计算，说明了交通拥挤收费方案的必要性．

| Abstract: | The activity of traffic gives advantage to the society, but at the same time it also brings some adverse effects, which produce the exterior cost of traffic. The qualitative and the quantitative methods are mixed,based on which the mechanism of traffic congestion and its exterior cost are analyzed. At the meantime, the formulations of exterior cost aroused by traffic congestion at certain city dimensions are built,and the exterior cost aroused by traffic congestion in a bigalopolis is analyzed and calculated, which expounds the necessity of charging for traffic congestion. |
