| 摘 要： | 针对工程建设招标中评标工作存在的片面追求低标价以及在综合评价中有时低标价与优质方案不可兼得的问题,提出了基于灰色关联度分析的评标体系。该体系可以根据招标条件设立覆盖全指标的参考数列,从而全面考查投标人对招标条件的响应程度并做出相对优劣的排序,为正确选择投标人提供一种新的评价方法。

| Abstract: | Combined with the contradiction of one-sided pursuit of low price and high quality scheme in the engineering construction bidding,this paper proposed the evaluation system based on grey correlation degree.This system could set up reference sequence covered the whole index according to the tender conditions.It comprehensively examined the bidder＇s response in the tender conditions,provided a new evaluation method for the correct selection of the bidders. |
