| 摘 要： | 文章分析了遇险船员在水中漂浮待救时面临的困难,阐述了当今搜救成功率低下的原因,并从人才、队伍、设备、管理、法律体系等五个方面提出了改进措施,对完善我国海上搜救体系、提高遇险船员搜救成功率有一定的指导意义。

| Abstract: | This article analyzes the difficulties confronting the sailors floating to be rescued in distress,expounds the factors leading to the low success rate of search and rescue,and puts forward some measures for improvement from the perspectives of talents、team、equipment、management and legal system,which is expected to contribute to perfecting China＇s maritime search and rescue system and raising the success rate of search and rescue. |
