北京市新城综合交通规划的战略思考

2005年北京市完成了城市总体规划的修编工作.2006年,11个新城的综合交通规划工作相继开展.从新城土地功能规划的特点出发,结合既有的经验和教训,分析了北京市并没有摆脱"摊大饼"的可能,过早强化新城与中心城之间的交通走廊,会使交通问题更加复杂;相对滞后的公交发展速度,使新城面临着过度依赖小汽车出行的危险;土地开发和交通设施建设的不同步,给新城交通带来深层隐患等问题和挑战.并在此基础上,进一步探讨了新城综合交通规划的发展战略.

Comprehensive Transportation Planning for New Towns in Beijing: A Strategic Perspective

As the updating of the Beijing general city planning was completed in 2005, the comprehensive transportation planning for the I 1 new towns in the city begins successively. In light of the special features embraced in the land-use functional planning of the new towns, and considering the experiences and lessons learned in Beijing, this paper analyzes several transportation issues, such as, a possibility of suburban sprawling, transportation corridors connecting the new towns, a retarding development of transit services which leads to overly relying on private vehicles, an inconsistent development of land-use and transportation facilities which creates potential and in-depth problems and challenges to the transportation for the new towns. Further, the paper discusses development strategies that need to be incorporated into the comprehensive transportation pluming for these new towns.
