江苏省中长期铁路网规划研究

根据江苏省面临的形势和要求,通过梳理江苏省铁路发展现状,深入分析江苏省铁路在路网建设方面存在的薄弱环节;结合江苏省铁路运输需求和铁路发展目标,从系统形成和发挥通道整体能力、提升铁路对江苏省的支撑和带动等方面,结合区域铁路网布局理论,研究提出江苏省中长期铁路网规划方案。研究结论:(1)江苏省铁路发展存在铁路网布局尚不合理、铁路运输能力不足等缺陷;(2)基于国家实施长江经济带、"一带一路"、长三角一体化、江苏沿海和国家新型城镇化等发展战略为契机,提出江苏省中长期铁路网规划方案;(3)建议加快相关项目前期研究及规划建设力度,实现江苏省铁路"客运高快化、区域城际化、货运集中化、路网系统化"的战略构想。

Research on Medium and Long Term Railway Network Planning of Jiangsu Province

According to the needs of the development of Jiangsu Province,the medium and long-term railway network planning of Jiangsu Province is proposed based on the analysis of the current situation and weakness of the railway network in Jiangsu Province. The planning aims to improve the capacity of the railway and promote and support the development of the Province. The research results show that:( 1)there are some weaknesses in the development of the railway such as unreasonable railway network layout and insufficient transport capacity;( 2) based on the national development strategy about Yangtze River Economic Zone,the Belt and Road,the Integration of Yangtze River,the New-type Urbanization,the Medium and Long-term Railway Network Planning of Jiangsu Province is to be put forward;( 3) the preliminary study and construction speed should be speeded up to push the railway network in Jiangsu Province towards high speed passenger transport,regional inter-city traffic,freight integration and systematic network.
