铁路穿越城市总体规划设计研究

由于铁路在穿越城市的设计与城市规划不协调,给铁路和城市建设带来规划调整、设计更改、投资增加、建设工期推迟等很多问题。为使两者能协调一致,通过具体案例分析,提出铁路穿越城市在规划设计的重点即在车站站位方案、线路走向方案的规划设计原则,提出城市各专项规划与铁路规划设计的原则。并通过比较铁路规划和城市总体规划的不同,提出城市规划总体上应与铁路中长期规划协调一致,并希望提前进行各地方的铁路规划研究或预可行性研究,使该研究具有一定的法律约束性,避免两者的不协调性。

Research on the General Planning and Design of Railway through the City

Since the railway design is not coordinative with the urban planning to pass through the city,many problems may come up such as planning adjustment,design alteration,increase in investment,construction progress delay. To fulfill the coordination,case study is conducted,key issues are addressed with focus on focus on planning and design of station scheme,and principles are proposed for special urban planning and railway planning and design. By comparison between the railway planning and overall city planning,it is addressed that the overall city planning should be coordinated with railway medium and long-term planning,the local railway planning study or preliminary feasibility study should be carried ahead of time,and the study should be granted with certain legal binding force to avoid the noncoordination of the two.
