风沙地区铁路施工增加费用研究

摘    要:随着我国铁路网的延伸,穿越大风地区、沙漠地区或风沙地区的铁路项目越来越多,现行的相关标准表现出明显的不适用性,针对风沙地区铁路施工增加费需要进一步研究完善。以新建铁路兰州至乌鲁木齐第二双线新疆段四大风区为研究样本,根据现场测定的不同风力等级条件下人工、机械降效幅度,结合各风区的施工月份大风资料,确定各风区的降效系数,并与原标准、其他行业分别进行水平测算分析。研究结论:(1)铁路工程风沙地区施工增加费的计算基数宜由人工费调整为人工费与施工机械使用费之和;(2)通过水平测算分析,提出风沙地区铁路施工增加费标准建议,可为《铁路基本建设工程设计概(预)算编制办法》的修订提供参考依据。

Study on Added Cost of Railway Construction in Sandstorm Area

Abstract:with the extension of the railway network in China,more and more railway projects in the wind,desert or sandstorm areas are coming into existence. The current standard is no longer applicable to this situation and the added cost of construction in strong wind area needs to be defined. With reference to the four major wind zones of Lanzhou-Urumqi second double railway in Xinjiang and according to the field measurement of different wind conditions under the conditions of artificial and mechanical reduction range,the reduction coefficient of each wind zone is determined based on the wind data of the construction area in each wind zone. The determined coefficients are analyzed in level with original standards and other industries. Analysis conclusion:( 1) The calculation base of the construction cost increase in the sandstorm area of the railway project should be adjusted based on the sum of the labor cost and the fee of construction machinery instead of mere labor cost;( 2) Through the analysis of the level calculation,the added railway construction cost is recommended, which can provide reference for Preparation of Railway Basic Construction Project Design Budget.
