上海城市轨道交通近期线网建设的效果评价

摘    要:结合上海轨道交通的实际情况,提出了城市轨道交通线网的建设效果评价体系和评价指标。评价体系和指标需综合考虑客运效果、线网布局、线路走向、与城市总体发展的适应性等诸多方面的因素。设计了涵盖5个层面,12个具体指标的评价体系。5个层面分别是城市交通服务、城市空间拓展、居民出行改善、线网自身效率和线网外部效益。同时,对票价票制、交通政策、土地开发、公交衔接和行车间隔等影响效果的不确定因素进行了分析,提出了确保线路网络效益的若干建议。

Abstract:Informative abstract According to the practical condition of Shanghai urban rail transit, this paper proposes an evaluation system and evaluation indexes of the construction effect of urban rail transit network. This evaluation system comprehensively studies many factors,such as the effect of passenger transportation, the layout of rail transit network, the directions of urban rail line and the adaptability of urban development as a whole, etc. The design of this evaluation system covers five layers and 12 evaluation indexes relating to the recent construction effect of Shanghai urban rail transit network. These five layers are: urban traffic service (4 evaluation indexes: the proportion of the passenger flow volume of rail transit to that of public traffic; the proportion of the passenger flow volume of public traffic to the whole passenger traffic flow volume; the main passenger traffic corridors covered by urban rail transit, and the number of the formed change-hinges); the expansion of urban space (4 evaluation indexes: the circumstances sustaining city-layout planning and urban development direction; the service level of the city center and sub-centers;the increase of the passage number through the Huangpu River, and the tension-condition improvement of urban road traffic); improvement of the conditions of resident-journey (2 evaluation indexes: the population-covering rate and the area-covering rate of station, and the time index of resident-journey); the efficiency of urban rail transit network itself (evaluation index: intensity of passenger transportation) and the benefit outside of urban rail transit network (evaluation index: exalting the land-using value along urban rail transit lines). The paper fixes the year 2013 for the evaluating year of construction effect of urban rail transit network. The evaluation objects are preliminarily-forming network including 13 lines of urban rail transit. Meanwhile, the paper analyzes those uncertain factors influencing the effect such as ticket price and fare system, traffic policy, land-exploiting, public traffic connection and operation interval, etc., and makes some suggestions to ensure the benefit of urban rail transit network.
