面对国内各大中城市正在掀起的轨道交通建设高潮,从规划、建设、运营和管理等角度,阐述了对目前城市轨道交通建设过程中有关效率问题的看法,以及如何提高城市轨道交通效率的一些体会.并指出合理的线网规划是发挥效率的根本,合适的建设标准是发挥效率的保证,科学的运营管理是发挥效率的关键.

On Efficient Planning, Construction and Operation of URT

To solve the urgent traffic problem in downtown area,more than 10 Chinese cities have been accelerating their construction of urban rail transit(URT),and more cities are planning to build the network of URT.This paper argues that sufficient attention has not been given to the efficiency of URT,especially in the process of planning,construction and operation.Generally speaking,efficiency is the ratio of input and output.As for URT,the planning,construction and operation act as the fundamental factor,the hardware factor and the software factor respectively for its efficiency.A key to improve the efficiency is to determine scientifically the planning parameters and a reasonable scale of URT network.The basis of heightening URT efficiency is to build a reasonable network to ensure sufficient passengers flows.Considering the building of URT lines,a reasonable selection of its mode,layout and right technology will effectively reduce the project cost in hardware and finally ensure its efficiency.From the point of operation management,it is important to establish a management system and design a scientific operation flow which is suitable for the features of URT network.These features are the software factors to boost its efficiency.
