| 摘 要： | 近年来在发达国家基础设施建设过程中广泛采用PPP(公共部门与私人企业合作)融资模式,对该模式产生的背景、概念及特点进行简要地介绍.我国在城市轨道交通建设中应用PPP模式时应注意:政府应由过去的主导角色,变为与私人企业合作并提供公共服务中的监督、指导以及合作者的角色;要遵循国际惯例,迅速完善我国的投资法律法规;不仅欢迎国际大型私人企业和财团参与,也鼓励国内有实力的私人企业参与.

| Abstract: | In recent years, PPP(Public-Private Partnership)financing mode (the public section cooperates with the private enterprise) has been extensively employed in infrastructure construction of many developed countries.This paper introduces the background,the concept,the characteristics and possible application in UMT construction,argues that the government shall shift its leading rale to a guiding and supervising one. |
