| Abstract: | Regarding the capital, society, environment as restriction, taking freeway and rail transport as examples, the paper uses indifferent curve and budget curve to discuss how to combine reasonably the foundation of all kinds of regional traffic modes in the future,so as to achieve maximal social utility, and provide decision-makers with the basis in theoretical basis. |
