巴西至秘鲁两洋铁路换装站研究

摘    要:规划建设的巴西至秘鲁两洋铁路是沟通太平洋和大西洋的国际铁路通道,巴西采用1600mm宽轨、秘鲁采用1435mm准轨,两国铁路轨距不一致,需设置换装站进行货物换装。本项目主要以集装箱和散装货物(粮食)为主,货物品种相对单一,且换装站位于亚马逊雨林腹地、环境保护压力较大,两国财政能力有限,对控制投资、提高换装效率和经济效益要求较高。结合这一特点,文章对现有国境换装站进行调查,对换装站的换装模式、换装站布局方案等进行研究。提出了整列换装模式及“一关两检”的通关模式,符合巴西和秘鲁两国实际情况,对提高运输效率,保证运输通畅具有现实意义,也可为国际口岸建设和运营提供参考。

Study on Transshipment Station of Brazil-Peru Bi-ocean Railway

Abstract:The planned Brazil-Peru Bi-ocean Railway is an international rail link between the Pacific and Atlantic oceans. As Brazil adopts 1600mm broad gauge and Peru adopts 1435mm gauge,the railway gauge of the two countries are not consistent,so it is necessary to set up transshipment station for cargo. This project mainly composes of containers and bulk goods (grain). The variety of goods is relatively single,and the transshipment station is located in the hinterland of Amazon rainforest. The environmental protection pressure is great. The financial capacity of the two countries is limited. The two countries have high requirements for controlling investment,improving transshipment efficiency and economic benefits. Based on this characteristic,the paper makes a research on transshipment mode and layout plan according to the investigation of the existing border transshipment station. This paper puts forward the whole train replacement mode and the customs clearance mode of "one customs and two inspections",which is in line with the actual situation of Brazil and Peru,has practical significance for improving transportation efficiency and ensuring smooth transportation,and can provide reference for the construction and operation of international ports.
