浅论铁路建设工程大标段联合体监理模式

研究目的：客运专线大标段联合体监理是一种新兴的监理模式。通过对这种监理模式的认识和实践，分析了其本质特性、组成形式、组织机构设置和实施过程中的几个关键问题，目的是细化、优化这种监理模式，使之更具有可操作性、可接受性、可延展性，以便更好地实施这种新兴的监理模式。研究结论：采用客运专线大标段联合体监理，形成监理的规模效应，形成监理企业间相互竞争、相互学习、相互提高的工作格局和相互监督的共同履约机制，充分发挥监理的质量监督作用，以提高施工质量。这种监理模式还具有减少业主管理跨度和工作强度、便于监理企业集中调配和监管各类监理资源、促进监理企业加强内部管理和提高核心竞争力等优越性。建议大型铁路建设项目的监理可优先采用大标段联合体监理模式。联合体的组成有中外联合和国内联合2种形式。大标段联合体监理宜采用二级扁平化监理、试验工作体系。在监理站领导下，一般每30km设1个监理分站，每60km设1个监理试验室。
